unknown GPL license version (2.1+) used #95

The file capplets/common/mate-theme-apply.c refers to a version of the GPL (2.1+) that (to my knowledge) does not exist.

By closer studying of the license header of that file, I think that the original author of that header mixed things up and the file should actually be license as LGPL-2.1+.

There are assorted references to the Library General Public License, which has been superseded by the Lesser General Public License. Should any of these be updated?
