dev: add: stop services before stopping ec2 instances

Description

With this PR, we gracefully stop all services running on the remote machines of a devnet before stopping the ec2 instances.

Changes

• Bugfix (non-breaking change that solves an issue)
• New feature (non-breaking change that adds functionality)
• Breaking change (change that is not backwards-compatible and/or changes current functionality)
• New test case for remote devnet
