Fixes element-hq/element-web#18030

In attempt to check if the user might have some megolm keys that would be lost on logout, the app was currenlty trying
to export all keys in stores to check how many of them there are.
This can take several minutes on some accounts, and make the logout button feels unresponsive.

The good way to do that would be to actually check for keys that are not backed-up yet, but there is no API for that yet.

As a replacement and to avoid that long wait, we can just check that the user has some encrypted rooms.

Thx for the quick review, and good catch.
I added a Playwright test to verify the feature's behavior.
