Fixes element-hq/element-web#22768

This PR removes inline start padding from selected lines on IRC layout and applies it to ones on modern layout.

The expand/collapse icon button on hidden events is overflowing outside the message highlight in IRC

Tested on netlify, looks ok apart from the regression with the expand icon.

@luixxiul We would really like to start covering some of these sensitive areas with screenshot tests to give us more confidence in changes.
We use percy along with cypress for screenshot tests, our cypress docs are here, this section especially about screenshots.
The threads tests already create a room and send a message so could be a good jumping off point.

Would you feel comfortable adding a small test case to cover some of the scenarios here?

I have never written any tests so I would need a lot of time to learn what to do. There is only a few visual tests which have been implemented, so learning from examples is actually difficult tbh

Adding inline padding for selected messages on IRC layout seems to require a general solution to cover other scenarios such as for blockquote, so I am going to defer that task to another PR.

This PR just remove the inline start padding from IRC layout.

Creating a test for modern/group layout, I found an inconsistent padding setting of selected info event line. The commit above should fix it.
