Before this change, we were using the current state of the room. (The two are usually but not always consistent.)

Fixes #13269, see there for context and motivation. Commitwise review recommended.

#10254 introduced some of the logic I'm changing here.

Returns:
the state dict, mapping from (event_type, state_key) -> event_id
the resolution of the states after the given event IDs. This is a mapping

I have found the term "state dict" useful in the past-would it be amenable to keep it in along with your change (which is edifying), ie something like "the state dict which is a resolution..[the rest of your addition here]"

I'm not sure if this is important or not, but I have a slight question with the title-just looking at it I'd think that this wasn't a functional change, but it is a functional change (slightly changing what set of state is used to authorize a remote join, if I understand correctly), would it make sense to reflect that in the title?
Otherwise this looks sane to me.
