Adding a push rule wakes up an incremental /syncis consistently failing #14456git bisectdemonstrates that Remove slaved id tracker #14376 is the causeRecommend commitwise review.
I tested manually that the new tests pass on fa5c919, fail on 8d3fd3a, and pass again on f0601a2. (But the reviewer is encouraged to double check!)
