This reverts commits c7e29ca and e860316.
Deploying #14038 to matrix.org caused https://status.matrix.org/incidents/3rkqhtqpt4d9 because the database connection pool was saturated.
We do want to prune old devices (and limit the max number of devices more generally) but we probably need to do the pruning carefully, e.g. in a background task queue of some sort.
For now, revert it so that we can release 1.73 RCs.
