  2. Move conditional for SYNAPSE_USE_ASYNCIO_REACTOR to below conditional… 

    … for SYNAPSE_USE_EXPERIMENTAL_FORKING_LAUNCHER.

This allows to use the latter variable to figure out that the asyncio reactor will be used in the forking launcher and
not in __init__.py. As such, rename the variable used in the forking launcher to easily differentiate which import will
be used.
