Add basic pkgs: dev-lang/go

Background

• dev-lang/go is required by app-containers/docker and others
  • process_vm_readv and process_vm_writev are needed to compile dev-lang/go in the container
    • process_vm_readv and process_vm_writev are enabled on this commit moby/moby@d39b075
      • that commit is effective greater or equal v23.0.0-beta.1 and v22.06.0-beta.0

How to solve this Problem?

• ✅ Update containerd, docker, and others
  • ✅ =app-containers/docker-23.0* ~amd64
    • ✅ =app-containers/containerd-1.6* ~amd64 is required to =app-containers/docker-23.0* ~amd64
    • ✅ =app-containers/docker-proxy-0.8* ~amd64 is required to =app-containers/docker-23.0* ~amd64
• ✅ Set up self hosted runner on Gentoo

  • ✅ Install the dotnet-sdk that GitHub self-hosted runner requires
