Додати в базу довідник податків, з цього довідника мають братись значення для оподаткування стипендії і військового зборів.
Створити сутність

TaxDictionary -
armyTax - військовий податок
incomeTax - податок на прибуток
subsistenceLevel - прожитковий мінімум
