It should be possible to install tool via npm install -g true and execute it as true, getting true right in the console!

You're absolutely right -- this is a serious deficiency. Although this is actually a port of the existing Unix true CLI utility, in a Windows environment, it isn't available at all. I'm pretty busy with my work at the moment, but I would absolutely merge a PR that implements this important functionality.

This is a MUST HAVE feature. I have a client who needs this yesterday...
