fix(ci): fix bugs in URL check issues script #32278

There are two issues in the script.
a. If a fragment is deleted from one page but added to a new page in the same PR, the fragment is still getting reported. Solution is to remove added fragments from deleted fragments list.
b. isAllOk was set to false in the wrong locations. Solution is to set it only when actual broken fragment locations are found.

The fix has been tested on all the failed PRs found in the workflow runs.

📓 Note, after this gets merged rebase all the failing PRs.
