What this PR does / why we need it:
Bumps nuxt to the newest and last v2 version.
First step in the eventual migration to nuxt bridge.
Which issue(s) this PR fixes:

Special notes for your reviewer:
vue-template-compiler version needs to match with the vue version. So i removed the resolution.
Testing
Tested most pages of the frontend manually, I did not encounter any bugs.
Changelog does also not indicate breaking changes.
