Now with subprojects

There are no functional changes in this release. The project has been restructured into a number of sub-projects to prepare for implementing a plugin API.

CRITICAL: `!delcommand` was not secured to MODERATOR role

The !delcommand had no role restrictions on it which means that anyone could delete custom commands. This patch closes the security hole. Do not use the 0.4.0 release.

Now With Custom Commands

This release switches from using PircBotX to Kicl and adds custom commands as a feature. Use !setcommand and delcommand to manage custom commands.

Caster Shout Out off Twitch Channel Follows

This is a significant overhaul of the code. Things are still in flux, but the shouting out of casters is based off the Twitch follows of the channel owner. Lots of things are configurable. More to come.

Minor bug fix

The !caster command was not properly sanitizing the caster's username.

Much Ping. So Wow.

Added a Ping command to see if the bot is up easily.

Quit and Shout Outs

This is the beginning of a Twitch chatbot for the MechJack channel (see https://twitch.tv/mechjack). Right now it only supports a Quit command and an auto-ShoutOut command.
