Option --local is not valid for 'git config', use '--file [repo]/.git/config' instead. Always add message to commit after sync. Add ToDos in README.md

"--local" option is not available for git config prior git 1.7.10.2, this fixed it.
Always include '-m' in commit avoid program from hanging because of waiting for comment.
"progress" modules is not listed in the dependency list, I pointed this out in README.md
