fish stocks are 0-100, start at 50
limited fishing
- gives fish stocks devided by 50 rounded up
exploitative fishing
- gives fish stocks devided by 20 rounded up
- if anyone is reporting looses 2 fish instead
- decreases fish stocks by 2
replenish the ecosystem
- if anyone is exploitatively fishing this turn, replenishes only 3
- increases fish stocks by 5
report illegal fishing
- 2 fish per each exploitative fishing caught split between reporting teams rounded down
