Cannot create another filter value if it starts with the same value as an existing value

Describe the bug
When adding different filter values, where second value starts with the same value as the first, then it removes the first value.

To Reproduce

1. Simple question > Sample Dataset > People
2. Filter by Category - type Doo and add filter
3. Open the filter and add another value - type Doohickey - it has now removed the first value

Workaround is to input the longest value first, then the shorter value as the second:
