Automatically exclude folders containing pyvenv.cfg #5

A reasonable default setting is to exclude python virtual environments.

This can be easily detected by the presence of the pyvenv.cfg file. Folders that contain these should be automatically exclude (including explicitly from reuse) to account for difference in naming of venvs resulting in them not being included in ignore lists.
