I tried playing the game with the mod but it crashed and this is the debug results.

"An unhandled win32 exception occurred in sonic.exe [4796].
Just-In-Time debugging this exception failed with the following error:
No installed debugger has Just-In-Time debugging enabled. In Visual
Studio, Just-In-Time debugging can be enabled from
Tools/Options/Debugging/Just-In-Time.

Check the decumentation index for 'Just-in-time debugging, errors' for more information."

How do I fix it?

You need to disable the Lantern Engine mod and delete the "d3d8.dll" file in SADX folder.

That said, are you sure this mod is for you? Unless you're developing your own mods and want to make use of order-independent transparency, there isn't much point in installing it right now. It's not going to improve the game's visuals or performance (at least not at this point), and it isn't compatible with the Lantern Engine mod. It also isn't complete and there are a few bugs, performance issues, and some visual effects are missing.

If you're just looking to play the game, d3d8to9 + Lantern Engine is the way to go for now.
