Unable to remap any shortcut to "Alt + Tab"

Steps to reproduce

Somewhat related to a previous issue I had where I swapped LAlt <-> LCtrl keys and tried to swap LAlt + Tab <-> LCtrl + Tab

✔️ Expected Behavior

The shortcuts replicate Alt + Tab behavior (bring up app switcher)

❌ Actual Behavior

Nothing happens

Solved...? The issue appears during start up. And after I lock + unlock my computer I am able to remap.

All other shortcuts + remaps work before locking though
