The iqsharp-base image currently still has dotnet 3.1, which is EOL as of Dec. 2022. Removing dotnet 3.1, and keeping dotnet 6.
While updating, we also made a few enhancements to upgrade jupyter packages, and combine a few commands to make the docker image have fewer layers (and thus be smaller).
We also take the opportunity to upgrade Azure CLI and add logic to remove apt-get cache afterwards, since this layer currently adds ~1+ GBs to container.
