Add confirmation pop-up for the clear chat button - hover information

It would be a good idea to add a confirmation pop-up asking the user if they are sure they would like to clear the chat after clicking the clear chat broom icon.

Adding mouse over, hover information would be ideal for these icons too.

You can add hover information to the clear chat icon by adding a title property to the CommandBarButton in Chat.tsx:
