The Tencent Blade Team has recently discovered a remote code execution vulnerability in SQLite and Chromium called "Magellan". Both Google and the SQLite development team have confirmed and fixed the vulnerability already.

According to them, the new SQLite release 3.26.0 fixed this issue and is no longer affected.
Therefore this PR is updating the vcpkg port sqlite3 to the new release version.
