  • Remove sqlite3 from default Build-Depends, as it is not always required
  • Add feature flags for boost, sqlite3, postgresql, odbc
  • Add patch for linking to libpqd when available

Probably closes #3741 if I understood 00655fa#commitcomment-29399549 correctly
