DCM doesnot support file name with non-ASCII or wide char encoding.
By setting the
-DDCMTK_WIDE_CHAR_FILE_IO_FUNCTIONS=ON
-DDCMTK_WIDE_CHAR_MAIN_FUNCTION=ON
to enable the DCMTK support file name of wchar_t string.

LGTM; however, since this is a change in behavior, we also need to bump the version in the CONTROL file[1] to 3.6.4-1.
