I looked up this issue, and it seems that an update from 2018 had fixed that issue on Windows 10, but I'm having this issue right now on VS Code. Even this bug report window started to fade out as I'm typing this.
The fading does stop when I hover over the files and/or tabs.
Only VSC is doing this, so I don't think it's related to the GPU.
