Cmd+Shift+. should open the outline popup

Testing #54935

cmd+shift+. just moves focus in the breadcrumbs. But it would be more useful if it would open the symbol popup. I find it weird I need to press down arrow or enter again to show the list.

Moreover, cmd+shift+. followed by escape should immediately go back to the editor. Now, the popup lingers too much. I need to press Escape like 3 times to get it to hide.
