The change from 4.2 to 4.2.1 involves changes to the REFERRAL table to support program referral, not just clinical specialty referrals. A DESTINATION_PROGRAMID property was added to REFERRAL. Also, the mandatory constraint on SOURCE_ORGANIZATION and DESTINATION ORGANIZATION was removed because these are intended for organizations with CMS clinical numbers, which won’t always apply now that REFERRAL has been opened up to non-clinical referrals.
