ZIPアーカイブはファイルタイムスタンプにタイムゾーンを保持していないため、タイムゾーンをまたいだ環境ではUTCでの比較は適さない また、UTCからローカル時刻への変換において、.NETのtoLocalTime()とWin32APIのFileTimeToLocalFileTime()の実装の違いからサマータイムのある環境下で適切に時刻比較が行えないケースがあることが判明したため、その対処も行った
