Sorry I didn't follow the offline discussion very well. This workflow runs when we change gateway-requirements.yaml, is it safe to entirely skip tests/deployment (where we migrate gateway to)?

This CI “Test requirements / core“ is testing "mlflow core" requirements. MLflow deployments is an optional component, so "mlflow core" requirements do not need to satisfy MLflow deployments requirements. :)
