Missing context menu for files in the tree containing an entity encoded & in the name

If you upload a file with the & char sequence in the name. This file does not have a context menu in the tree.

Step to reproduce

Upload a file with the & char sequence in the name.

Observed behavior

The file does not have a context menu in the tree.

Expected behavior

It should have a context menu.

MODX Revo 2.7.0-dev - occured during checking file name combinations for #14054

The file browser also decodes the encoded entities in filenames instead of showing the actual name of the file.
A file named &test.txt is displayed as &test.txt.
