Expand default max zoom for high resolution transcoding

For NED, Norway, and other 5 meter, 10 meter and 30 meter products the default max zoom set on footprints during the transcoding phase is often 13 or 14. Instead it should default to something more like 20 (so the newer null cell value fill process can be triggered but we'l enjoy mostly great data).
