This PR updates Ruby to the latest stable 2.5.1 from 2.2.2, which is unsupported.
Most of the changes involve removing the extlib dependency, an old bad-habit gem that has not been developed for years and breaks things in 2.5.1, and updating specs to match. Tests are passing and all the applications build fine.
