Currently the Connect Another device does not show when users opt out of Sync in the Sync-optional flow

To get the benefits of Send Tab, we should show the same screen as we do for the Sync service.

@ryanfeeley how often will this happen? Is this 100% of desktop users of Firefox 71?

If so, then this is pretty major.

FWIW I wasn't able to reproduce this on latest nightly, I see the SMS screen after both signup and signin, both when enabling or disabling sync.

from mtg: @ryanfeeley Was there anything different you did to see this screen. @6a68 you might be interested in this too since might get replaced with show send tab.
