metrics dashboard: account creates by platform

We currently have a nice view of account creation rate broken down by service type, as the "account creates by service" graph on [1]. Various product folks would also like to see the same metrics broken down by platform (i.e. windows, osx, android).

@rfk I can create a weekly graph for account creates, I already have one for Desktop vs iOS vs Android, so I can split Desktop into several categories if needed. Caveats: 10% sample rate and it won't live at metrics.services.mozilla domain (at least not now)
