DRACOLoader: Improve performance with new GetArray methods. #20399

The Draco library added GetTrianglesUInt32Array and GetAttributeDataArrayForAllPoints methods recently, which perform better than copying the arrays value-by-value. In our Draco example this improves decoding performance by ~20%, and for larger meshes it likely does even better.
