First feature-complete release

The biggest change is the addition of the download.Downloader() class. It will automatically download SAMPEX data if it is not already saved locally.

Added tests and fixed a bug with the data keys.

This update doesn't have many changes besides documentation. I updated the docstrings and used Sphinx to create comprehensive documentation that I updated to https://sampex.readthedocs.io/en/latest/.
