The locale is added when there is a glossary for that language on wordpress.org, are you able to share me a link for it?

Also updated in the glotdict so in the next version there will be as default. e3c6ddd
Anyway there is a cache system in GlotDict that run everyday and will check for the last locale list so just tomorrow it should be updated in your instance, that line in the code is just a prefill just in case.
