Opening closing queues

Whether a queue is open or closed is determined by the number of online instructors.

Note that it is not necessary for an instructor to be online in order to action on the queue. The sole purpose of the online concept is to make it clear to other students (and instructors) who is actively serving requests during office hours via the little picture bubbles on the top right corner of a queue.

You may opt to open the queue ~10 minutes before office hours start, and close it at the time they are scheduled to end, then continue churning through until the queue is empty. If a queue is closed, students will not be able to enqueue, but existing requests will be preserved.
