When doing assessments we don't necessarily need to fill out all aspects of it. We should be able to say N/A for a particular category so it doesn't count towards the Summary and reporting at the end.

This is a limitation of the data model at the moment: the comments and actions are on the Measurement model and that requires a rating selected.
