Add support for Português

This add Português to the dropdown menu and adds the localization file.

I have doubts regarding Cycle Progress. If that means the % of cycle elapsed time maybe I can find better words in Portuguese.
I decided not to translate on/off, upload and reset because they are very common words and the Portuguese words aren't that nice. On top of that, we have different On/Off words for "turning On" (ligar/desligar) and for "being On" (ligado/desligado). Reset could be "redefinir" or "reiniciar" but the later is more like "restart". For Upload, I refuse to use "carregar"!
