Need to lock a certain element

Steps to reproduce: Put a big background element, e.g. a tablet stencil. Put additional elements on top: fields, labels, etc.

Expected result: I need to lock the tablet stencil once I have it positioned, in order to easily add other elements on the top. Lock, or put it in a layer below and make that layer read-only.
