Add Gemfile & run bundle install

(This doesn't currently work, I timeboxed myself to 20 minutes and couldn't figure it out)

I figured creating a Gemfile with at least the two dependencies (Rake and Minitest) in there would be a good start. For whatever reason I messed up and can't seem to get the test to pass or confirm for me locally. Figured I'd share this much rather than spend more time on it if you ommitted this intentionally
