Fix #1303, Add struct for Version Info in ES HK Tlm Packet

Describe the contribution

• Fixes Define and use a version structure for the cFE/OSAL/PSP reporting in tlm #1303
  • The 4 individual components of the version number for cFE, OSAL and PSP in the ES HK Tlm packet have been moved into a struct.

Testing performed
GitHub CI actions (incl. Build + Run, Unit Tests etc.) all passing successfully.

Expected behavior changes
No change to behavior. Telemetry packet declaration is cleaner now with less code duplication.

Note: If this is merged in, it will require a new issue to make updates to the struct_c_f_e___e_s___hk_packet__t file in the cFS Ground System application.
