When calculating the relative time interval for the select() call, the increment should have been a decrement. This also adds a UT case that specifically exercises the carryover described.

Testing performed
Run test case specifically targeting this carry condition, confirm calculation result is correct now (400ms rather than 2.4s)
Expected behavior changes
No extra delay when this carry condition is hit

Additional context
This just fixes the current calculation - but a better fix would be to use the interval logic now in
osapi-clock.h
