Integrate AnnotatorPlus UI

The SIFR project developed and deployed an enhanced version of BioPortal's Annotator that offers negation, additional output formats, etc. See their UI and proxy code here:

Mark would like us to integrate "AnnotatorPlus" into BioPortal, offering it alongside our current Annotator.

We received a patch file from Andon (@twktheainur) created from our staging branch on Nov. 16, 2017 (HEAD at d6a68fb), which should give us a starting point for the integration.

Results seems too be the same.

@twktheainur is working on updating the "annotators" proxy code to adopt the latest branch for the NegEx/ConText component. We have some work to do for French, but shall be ok for English.
Changes shall be trivial to merge. See ontoportal-lirmm/annotators#28 for details.
