Use `curl` from `vcpkg` #20

Overall project refactoring:

dropped dependency on libcurl-devel
build libcurl using vcpkg packet manager
modified project file layout (source code moved to src/, etc)
renamed output package to NScurl.zip

Added `brotli` and `zstd` as additional compression engines
