This PR removes the tab style of installation instructions as well as divides them into user types: With a standard user, lecturer,
administrator and developer.

This PR should wait until #2283 is merged and needs some more tweaking, so setting as draft.
Lifting draft mode, but this should not be merged until #2283 is. Some broken links will be fixed after that.
