Resolve 'ownership' of batch job-queue-nesta-metaflow

Batch queue job-queue-nesta-metaflow is defined in this repo:

JobQueue:

It has been modified to be in the same VPC as our databases, but this breaks the metaflow metadata service relied on in research_daps and ds-cookiecutter projects.

We need to either:

1. Resolve ownership of this queue; create another pointing to the other security group; and change metaflow config.json in one of the repos to point to the different queue
2. Redefine the cloudformation template s.t. all metaflow stuff lives in the default VPC (security implications unknown)
