What's the difference between CC0 and public domain? #48

From the Creative Commons CC0 info page:

The person who associated a work with this deed [CC0] has dedicated the work to the public domain by waiving all of his or her rights to the work worldwide under copyright law, including all related and neighboring rights, to the extent allowed by law.

So, functionally, what's the difference between a work explicitly licensed with CC0 and a work "free of known copyright restrictions"?

Should the two categories be merged, or is it worth keeping the distinction?

Good point. I will be looking at the list organisation over the next few days so I will bear this in mind.

I initially separated the two because one was a more formal approach than the other. If anyone has any input on this I'm all ears.

Also FWIW, the SpaceX Photos are released under CC0 but are categorized as public domain on this list.

I've decided to keep the separation as it is for now. I think having the license free images separate is important as to not have any ambiguity.
